If you have returned or disposed of all of your product(s) purchased from Decorr.co.uk, and have been refunded in full, you may ignore this message.


The product(s) you purchased could pose a serious risk of electric shock, fire or injury.

Reasons for risk of electric shock, fire or injury include, but are not limited to:
  • Due to a lack of sufficient evidence, the product(s) you purchased are not compliant with the marking or instructions required of the relevant CE standards and their safe use cannot be assured.
  • Lack of earth provision provided with the product, or inaccurate instructions or advice, leading to the installer to not earth the light correctly. See Appendix 1
  • The exposed metal parts of the light may be separated from live parts only by basic insulation and risk becoming live.
  • The instructions supplied with the product were either absent or did not include adequate safety information to ensure the correct and safe use of the product.
  • Poor build quality leading to loose fittings and risk of live parts either being accessed or coming into contact with exposed metal parts.

There have been no reported incidents of fire or injury. There has been 1 reported incident of a Metal Swing arm Wall light causing an electrical short circuit and leaving a black mark on the wall.

Please note: None of the lights are safe for use in the bathroom or outdoors. See Appendix 2

Corrective Measures
  • Do not use any product(s) purchased unless and until satisfied, on the advice of a certified electrician, that it does not present a safety risk.
  • Products which are not deemed safe should be disposed of in accordance with local waste electronic and electrical equipment advice.
  • The company has ceased trading and is not in a position to accept returns.
  • Seek the advice or services of an electrician or do your own research online to ensure the safe removal of the light(s).
  • At the end of this notice is a list of metal swing arm wall lights effected by the known incident. If you purchased any of these lights discontinue their use immediately.
  • For further guidance at the end of this notice is a second list of safety concerns raised
  • Please note, if your light is not listed within the Known Incident or Safety Concerns lists, this does not mean it is safe and you must not use it unless and until satisfied, on the advice of a certified electrician, that it does not present a safety risk.

If at all in doubt seek the advice of a certified electrician to safely remove and dispose of your lights.

Refunds
  • The company has ceased trading, and will not be able to accept returns or offer any refunds.
  • Begbies Traynor (Central) LLP have been instructed to assist placing the Company into liquidation and Stephen Powell and Georgia Fisher, who are both licensed insolvency practitioners, are the proposed joint liquidators.
  • A General Meeting of Shareholders is scheduled to take place on 25 January 2022, where it is anticipated the Company will be placed into liquidation. A creditors decision procedure via deemed consent is also scheduled to be concluded on the same day to ratify the appointment of the proposed joint liquidators. Customers will be contacted shortly with details on how to lodge a claim in the proceedings.
  • Customers who are entitled to refunds for faulty goods supplied by the Company, or for orders not delivered by the Company, are encouraged to consider whether they can be refunded via a chargeback or Section 75 (Consumer Credit Act 1974) from their banking provider. Alternatively, Begbies Traynor can be contacted at decorrtrading@btguk.com who will provide details on how to submit a claim in the liquidation proceedings.

Message from the company

The company sincerely apologises and deeply regrets the distress it will cause customers regarding both the financial position and safety risks it has placed its customers in. The course of action the company is now taking has been brought about by both the issues raised by some customers regarding the safety of the lights sold and the understanding that the level of CE certification and checks required to assure the safety of the lights is not sufficient.

When a company discovers that a product it has sold has safety risks, the standard course of action is to get the product tested to the necessary British Standards to either confirm it is safe or identify the reasons why it is not safe. Having looked into the costs of doing this, the company has determined it does not have the funds to do this, and is now alerting customers to the safety risks as best it can.

Given the volume of refunds required exceeds the companies funds, the company has sought the advice of an insolvency practitioner.

The company has made Trading Standards aware of the situation and that it is alerting customers to the safety risks.

APPENDIX

  1. Please note many older houses do not have a CPC (Circuit Protective Conductor) and have no way of earthing any light fitting or light switch. In these cases, to the best of our knowledge, safety regulations require that no metal light fittings or accessories should be installed. Please seek the advice of a certified electrician.
  2. The company has previously provided some customers with advice that an IP20 rated light can be installed in the bathroom outside of Zone 2 and not directly above a bath or shower, and requested you seek the advice of a certified electrician. However the reasons for serious risk of electric shock, fire or injury, and the corrective measures provided here, override this advice.
Wall lights: Known incident
Incident: Electrical short circuit leaving a black mark on the wall.
Risk Description : The electric cables that run from the wall to the bulb fitting are not double insulated and could have their bare wire exposed to the metal body of the lamp itself. Other risks advised at the beginning of this notice may apply. Due to a lack of sufficient evidence, the products are not compliant with the marking or instructions required of the relevant CE standards. There has been 1 reported incident of this type of light causing an electrical short circuit and leaving a black mark on the wall.

Please do not simply rely on the light being earthed. Earthing circuits can be faulty and groundings can malfunction, making the light’s earth ineffective. Seek the advice of a certified electrician regarding your earthing.

Flush Ceiling lights : Concern raised - Lack of earth lead provision
Concern Description : Several models of flush ceiling light have been provided without an earth lead connecting the metal base of the light with the mains connector provided. One customer has also reported that the LED Driver supplied was spelt Diver.

Risk Description
Without an effective earth connection, there is a risk of the metal light becoming live if the mains live wire should become detached from its fitting and touch the metal of the lamp or if the mains wire became worn and the bare metal of the wire touched the metal of the light. Other risks advised at the beginning of this notice may apply. Due to a lack of sufficient evidence, the products are not compliant with the marking or instructions required of the relevant CE standards.

Semi-flush Ceiling Lights : Concern raised - Poor quality and lack of earth provision
Known Incident: There has been 1 reported incident of a light with similar lack of double insulated wiring causing an electrical short circuit and leaving a black mark on the wall.
Concern Description : Several models of semi-flush metal ceiling light may have been provided without an earth lead connecting the metal base of the light with the mains connector provided. The wires connecting the bulbs to the mains power are not double insulated.

Risk Description
The electric cables that run from the ceiling to the bulb fitting are not double insulated and could have their bare wire exposed to the metal body of the light itself, causing the light to become live posing a serious risk of electric shock, fire or injury. Several models of semi-flush metal ceiling light may have been provided without an earth lead connecting the metal base of the light with the mains connector provided. Other risks advised via email, sms, letter and on www.decorr.co.uk may apply. Due to a lack of sufficient evidence, the products are not compliant with the marking or instructions required of the relevant CE standards.

Please do not simply rely on the light being earthed. Earthing circuits can be faulty and groundings can malfunction, making the light’s earth ineffective. Seek the advice of a certified electrician regarding your earthing.

Corrective Measures: Given the similarity between the wiring of these lights and the known incident we have changed our corrective measures guidance. Please now discontinue use immediately and dispose of in accordance with local waste electronic and electrical equipment advice.
